Senator challenges rental car companies on recalled autos

California Sen. Barbara Boxer is challenging three big auto rental companies to agree to not rent or sell vehicles that are under safety recall before they’re fixed.

Boxer, D-Calif., sent letters Monday to Avis Budget, Dollar Thrifty and Enterprise, which also owns the Alamo and National brands.

The letters ask the companies to pledge that they are “making a permanent commitment” to not renting or selling recalled vehicles “until the defect has been remedied.”

Enterprise criticized for stance on rental car safety bill

WASHINGTON —

Negotiations aimed at regulating repair of rental vehicles with defects have bogged down, dimming hopes of passing legislation that has become the focus of a nationwide Internet campaign.

Clayton-based Enterprise Holdings Inc., a key player in the talks, is being accused by consumer advocates of seeking loopholes that would let companies rent and sell cars under recall for safety reasons without getting them fixed.

The advocacy group Consumers for Auto Reliability and Safety contended in a letter to Enterprise last week that provisions the companies want “would radically weaken consumer protections.”

Enterprise paints a different picture. The company says it has joined with all major rental firms — except Hertz Corp. — in supporting legislation that would, for the first time, give the government authority over rental company policies for recalled autos.

Hertz has embraced a compromise with consumer advocates that is stricter than what corporate rivals, such as Enterprise, will accept.

Enterprise contends that the legislation it wants is “pretty similar” to a version drafted by consumer groups and — with limited exceptions — would prohibit renting or selling recalled vehicles.

Need to Rent a Car? Hertz Rent-A-Car Opens Satellite Office at Benicia Business

Bill Simpkins, owner of Simpkins Auto Care Center, won’t be shuttling customers to Vallejo so they can rent a car while theirs is being repaired.  Now his customers can drop off their personal cars that need work and pick up a rental at the same time.

Hertz is using Simpkins’ business as a satellite office.  The rental aren’t just for Simpkins’ customers either.

Anyone needing a car of any size Hertz offers can reserve the vehicle by calling Simpkins Auto Care.  Rates vary by size of car, length of rental and time of year. 

The number of cars on hand varies based on demand at other Hertz locations too.  This week a Toyota Camry was available and a Chevy Cruise had been rented.

“If customers need a bigger car they should call ahead,” said Francine Welsh, office manager for Simpkins repair and restoration shop.

“I think it’s something Benicia needs,” said Simpkins.  “It means no more driving to Vallejo to get a rental.”

Weekend storms put a big dent in the rental car business

Last weekend’s storms have left car rental companies this week scrambling to fix their heavily damaged fleets while struggling to find vehicles for customers whose own cars are in the shop.

The hail storm has, at least temporarily, made renting a car in St. Louis a challenging, if not impossible task.

Some car rental companies say they have been forced to suspend reservations until they can replenish their fleets and transfer cars from neighboring states.

Saturday night’s sudden storm killed one person in St. Louis, toppled trees and knocked out power to thousands. Giant hail dented roofs, pelted cars and shattered windows of cars and homes.

“It’s been pretty rough,” said Adam Obermeyer, a sales agent with Avis in Clayton. He estimated hail damaged more than 300 of the company’s vehicles at Lambert-St. Louis International Airport. “We lost a lot of cars.”

Obermeyer said the company is honoring some reservations but has begun putting customers on waiting lists until more cars arrive from other areas. He said it could be days before the company can book reservations again.

“We try to manage our fleet and not overbook,” Obermeyer said.

House approves auto rental tax extension for Orleans, Jefferson

BATON ROUGE — Lawmakers gave speedy approval Wednesday to a bill that would allow Orleans and Jefferson parishes to capture a portion of the 3 percent excise tax on vehicle rentals that is going off the books June 30.

The House voted 96-1 for House Bill 934 by Rep. Tony Ligi, R-Metairie, that would keep .5 percent of the tax for special auto rental taxing districts that encompass all of the two parishes.

The measure would require the councils of the two parishes to call elections to get voter approval before the tax can be imposed or revenues collected, Ligi said.

The rental tax is now 3 percent with 2.5 percent going to the state and the rest to local governments. All of the 22-year-old tax ends June 30, because Gov. Bobby Jindal’s office did not seek to extend it.

Ligi’s bill would revive just the .5 percent for the two parishes.
